MCRCD Board Members

The Madera/Chowchilla Resource Conservation District (MCRCD) is governed by a seven-member Board of Directors.

The Board members consist of residents within the District and are appointed by the Madera County Board of Supervisors to serve four-year staggered terms.

Meetings are held on the second Wednesday of each month at 5:00 pm, at the Madera Farm Service Agency Office at 425 N. Gateway, Suite E, Madera, California.

Meetings are conducted in compliance with the Brown Act, and the meeting locations and facilities are in compliance with the Americans with Disabilities Act (ADA). All meetings are open to the public.

Originally a Director on the Chowchilla Red Top RCD since October 2000; he represents the Dairies on the board. He has lived in this district for 50 years and is also a member of the Lions Club, the Chowchilla High School Site Council, and a Director on the Western United Dairymen.

Jay Bellach

Director – Start Date: 06/09/2009

Jay joined the Madera Resource Conservation District in June of 2009 because of his interest in water issues and the environment and a strong concern over the future of Ag and Ag programs. He is a Farmer and an owner of Bellach Farms. He has been a Madera resident all his life and is also a Board Director for the Bethany Lutheran Church for more than 16 years.

Matt has been a Director of the Madera Resource Conservation District board since May of 2013. For more than five years, Matt has been the President of the San Joaquin Valley – Area IX Region of Resource Conservation Districts which covers the area of the valley from Merced to Bakersfield. When he is not working with the RCDs, he has been President of Madera Pumps, Inc. since 1977 and US Water Well Services since 2018. He is a Water Well Restoration and Pump/Well Efficiency Expert and a Farmer who is also a member of Rancho Casino Angus, LLC.

Jack Fry

Jack Fry

Associate Director – Start Date: 11/23/1976

Jack joined as one of the original Directors of the then Chowchilla Soil Conservation District in November of 1976 and has been on the board through the consolidation of Chowchilla Soil Conservation District and the Red Top Soil Conservation District to Chowchilla Red Top RCD and now to the new Madera/Chowchilla RCD. Jack has served his community and church with pride for more than nine decades. Known to many as Jack “Arundo” Fry, he works to remove Arundo donax from our waterways. He farms Almonds and Turkeys with his family in Chowchilla.

Catherine Machado

Catherine is the newest member of the Madera Resource Conservation District and now the Madera/Chowchilla RCD. She is a graduate from California Polytechnic State University in San Luis Obispo in the subject of Food Production with her focus on Dairies. She grew up in Madera so is back to work with Dairies and Farmers in this area. She has worked with Central Coast Creamery and California Dairies Inc.

Tom Petrucci

Tom is a longtime Director of the Madera Resource Conservation District, since 1988. He was the Owner/Operator of Madera Tractor for more than 40 years and a board member of the Madera Irrigation District for 14 years. He is a lifelong resident in Madera and has a strong interest in Groundwater issues; to bring more water to farms.

Noman V Khur

Chair – Start Date: May 2015

Norman joined the Chowchilla Red Top RCD in May of 2015 to replace his Dad who was one of the original Directors for 42 years, starting back when it was called the Chowchilla Soil Conservation District. Norm is a Farmer of his own farm “Norman V Kuhr Farms and is also a member of the Madera County Fish and Game Fines Committee, Chowchilla Lions Club, Chowchilla Sportsman Shooting Club, and the Friends of NRA for Chowchilla, Merced, and Atwater; as well as being an Alview Dairyland School 4-H leader. He has been in Chowchilla his whole life.
