The Madera/Chowchilla Resource Conservation District
MCRCD Board Members
The Madera/Chowchilla Resource Conservation District (MCRCD) is governed by a seven-member Board of Directors.
The Board members consist of residents within the District and are appointed by the Madera County Board of Supervisors to serve four-year staggered terms.
Meetings are held on the second Wednesday of each month at 5:00 pm, at the Madera Farm Service Agency Office at 425 N. Gateway, Suite E, Madera, California.
Meetings are conducted in compliance with the Brown Act, and the meeting locations and facilities are in compliance with the Americans with Disabilities Act (ADA). All meetings are open to the public.
Our board is composed of committed professionals with diverse expertise. Tim Coelho has represented the dairy sector since 2000. Matt Angell, Vice Chair since 2013, is also a water well and pump expert. Erik Herman, Secretary/Treasurer since 2019, manages our finances effectively. Mike DeLaGuerra, a Director since 2019, supports our initiatives, while Chair Noman V. Khur, in his role since 2015, upholds a family tradition of local service. Together, they ensure the success of our conservation programs.
The 2019-2020 Madera/Chowchilla Resource Conservation District Board Members
Director
Tim Coelho has served as a Director on the Chowchilla Red Top RCD since October 2000, representing the dairy industry. With 50 years in the district, he is also active in the Lions Club, Chowchilla High School Site Council, and as a Director on the Western United Dairymen.
Vice Chair
Matt has served as a Director on the Madera Resource Conservation District board since May 2013. He also leads the San Joaquin Valley Area IX Region of RCDs. Additionally, he is President of Madera Pumps, Inc., US Water Well Services, and an expert in water well restoration and efficiency.
Secretary/Treasurer
Erik has been a valued member of the Madera/Chowchilla Resource Conservation District since June 4, 2019, serving as Secretary/Treasurer. With his extensive experience in financial management, Erik oversees the District’s budget and financial planning, ensuring that resources are allocated effectively.
Director
Mike DeLaGuerra has served as a Director for the Madera/Chowchilla Resource Conservation District since July 16, 2019. His extensive experience and leadership are crucial in guiding our conservation efforts and protecting natural resources.
Chair
Norman joined the Chowchilla Red Top RCD in May 2015, succeeding his father who served for 42 years. A lifelong resident and farmer at Norman V. Kuhr Farms, he is active in multiple community organizations and as a 4-H leader.
